The concept of a world rugby cup was first proposed many times in the mid-20th century. The International Rugby Board (IRFB), did a feasibility study in 1984. The tournament was first proposed in June 1983 by Australia. The IRFB rejected two proposals, but the concept was revived in the mid-1980s. The International Olympic Committee (IOC) voted to include rugby in the Olympic Games in 2009. In 1988, England and Scotland hosted the first international rugby match.
